2020-10-07 20:29:37 美国国土安全部和劳工部今天宣布了H-1B工作签证审批标准的新政策：大幅提高美国雇主申请H-1B签证的工资要求，大幅缩小H-1B申请者的学历专业范围，同时缩短了合同工人的签证期限。这些限制措施将进一步加大H-1B工作签证的申请难度。国土安全部副部长鲁西内里（Ken Cuccinelli）则直接表示，按照新政策，三分之一的H-1B申请会因为不符合标准被直接否决。
美国国土安全部代理部长沃尔夫（Chad Wolf）表示，“美国已经步入了经济安全是国土安全重要组成部分的新时期，简而言之，经济安全就是国土安全。我们必须采取法律允许的所有措施，确保把美国劳工放在首位”。美国劳工部副部长皮萨拉（Patrick Pizzella）强调，这些政策调整是为了保护美国工人的就业机会，“美国劳动法规应该把美国工人放在第一位”。
此次新规定没有经过公众评估程序，将作为暂行最终条例直接实施生效。根据新的H-1B申请标准，雇主为低级别工作岗位申请H-1B签证的最低薪资标准将从目前行业薪资范围的第17百分位上调到第45百分位，而高技术工作岗位申请H-1B的最低薪酬标准将从目前行业薪资范围的第67百分位上调到第95百分位。（注：百分位即一组数据从小到大排序，50百分位即中位数。） 打开/如何
