When has Russia used them before?
During the
Second Chechen War, in October 2002 Russian troops used a gas containing the
opioid carfentanil after Chechen
rebels stormed a
Moscow theatre and took people
hostage. The substance - 10,000 more powerful than
morphine - killed 120 of the hostages.
